Goulburn City has a long list of Mayors and Councillors, also known as Aldermen. The Town Clerk was responsible for the administration of the Council and the management its workers, though this title changed in later years. The first Mayor of Goulburn Municipality was C. H. Walsh in 1859; the Town Clerk was William Dignam. When the Municipality of Goulburn was declared in 1863, Thomas Gale was Mayor and J. J. Martyr the Town Clerk. In 1993 the title of Town Clerk was changed to City Manager, with Ron. D. Horner in the position. Mayor at that time was Margaret O'Neill. Following NSW Council redistributions in 2004, Greater Argyle Council was declared, and subsequently renamed Goulburn Mulwaree Council, with Don Cooper Acting General Manager. Luke Johnson was appointed General Manager in 2005. Max Hadlow was Mayor up to 2004, followed by Paul Stephenson [formerly Mayor of Mulwaree Shire Council] with the newly created Council. In 2022, Aaron Johansson was appointed Chief Executive Officer with Mayor Peter Walker.
