Subject: The Goulburn Development Project is a short and long-term marketing strategy to increase the growth rate of Goulburn economically and in terms of population size, in a controlled, orderly way. the approach taken was to examine the fundatmental economics of the City as it currently stands, and to assess the aspirations and attitudes of current settlers, in order to develop the City in a way which gave optimum benefits to current settlers and investors so that they could adjust their lifestyle, taking full advantage of city growth and development. The initial philosophy was that any attempts at growth should not disadvantage those people who have already settled in the district and generated its status in the community over the years, or those who have invested money in the City.
