Subject: This proposal describes a preferred model for the establishment of a new council to serve an area immediately adjacent to the Australian Capital Territory (ACT). The proposal outlines the advantages and disadvantes of the changes to the existing council structure in the ACT region. It also provides relevant background material and discussion of the impacts of the creation of a new council ... In looking at possible structures, the Facilitator was asked to take into account local needs and the provision of local government services on a regional or natural resource catchment basis. The review process included discussions with community groups, local government, individuals and agencies. The Facilitator also invited written submissions from persons or organisations with an interest in putting forward points of view relating to the structure of local government in the region.
