Subject: HENRY PARKES was a dominating and, at times, controversial figure in the political life of New South Wales in the second half of the nineteenth century. Towards the end of his life he played a critical role in shaping the form of Australian federation. This book is about one, among many of Parkes's diverse interests in his middle years - his percieved need to provide the opportunity for people with limited resources to gain a foothold in the land system. Up until 1860 pastoralists with large holdings not only had virtually exclusive control over the more fertile productive land of the colony, but also as a result of the parliamentary arrangements of the time, exercised near unfettered legislative power in determining public policy.
